Step 1: Construct a circle at C intersecting Line AB at two points. Label the intersection points E and F.
Step 2: Construct two circles, each with the same radius of greater than one-half of EF, at the points E and F. Label the points where the circles intersect J and I.
Step 3: Construct a line through the points J and I.
You're done! Line IJ passes through Point C and is perpendicular to Line AB. Furthermore, Line IJ bisects Segment EF.
